Proposals for Charlton Road (Pen Park Road mini roundabout junction to West Way)
As part of the transport management package for the YTL Arena we are proposing to create a two-way cycleway on the south east side of Charlton Road (the side with the shops and post office). The aim of the overall project is to encourage more people to feel safe to walk and cycle along Charlton Road and to encourage a change in travel behaviour to help mitigate against the possible increase in traffic when the YTL Arena opens.
The map shows the extent of the highway proposals for Charlton Road.

The proposals also include the following.
- The introduction of parking restrictions to ensure there is enough space for two-way traffic lanes and that the cycle route is not blocked by pavement parking. Most properties have off road parking and the parking by the shops would be retained to ensure ongoing local access to these businesses.
- The pavement on the north west side of Charlton Road would be reduced in width to allow sufficient width for the proposed two-way cycleway on the south east side and two-way traffic lanes on the road. This will result in the loss of grass verges on the north west side pavement. New road and pavement construction (mostly on the north west side) will take place to facilitate the proposed two-way cycle route on the south east side.
- The two-way cycleway is proposed to run behind both the existing bus stop and the parking lay-by so pedestrians would have to cross over the cycleway to access these areas. We propose to assist crossing by installing tactile paving (a raised surface which alerts visually impaired people to upcoming changes on the street) and dedicated crossing points.
- A shared use walk, wheel and cycleway is proposed where space is constrained at either end of the route.
- Raised tables in the road are proposed at the junctions with residential side roads off the southern east side of Charlton Road. This would mean traffic will have to slow down as it turns into the side roads, taking note of cyclists and pedestrians. Vehicles would have to drive over the raised road (much like a speed hump). The raised table creates a continuous level pavement for pedestrians and cyclists, so they do not need to step down into the road.
