Procurement is a key enabler for the delivery of the public services which Orkney Islands Council provides. The Council has had a Procurement Strategy in place since 2010 which drives how this function is carried out not only within the corporate procurement team but also throughout the organisation. The Strategy has evolved from one focused on how we do things to one which seeks to demonstrate the contribution that procurement can make to the delivery of the Council objectives and to improve the ways that we achieve value for money and support our local business community.
This consultation is taking place in the context of new procurement legislation in Scotland which makes it an obligation for public bodies to put a procurement strategy in place and then report on how it has been delivered. Part of this obligation is the requirement to consult on the contents of the procurement strategy before it is approved.
We are keen to hear your views on the
Consultative Draft Procurement Strategy and targets. To make it easier for you to comment, the following questionnaire has been produced. We welcome your feedback on what we are proposing and would be grateful if you could complete the survey by close of business on 31 July 2023. The final Strategy will be considered by the Council’s Policy and Resources Committee on 19 September 2023 and at a Meeting of the full Council on 3 October 2023, with the expectation that the final Strategy will be published during week commencing 9 October 2023.
