Non-Profit Organisations (NPOs) are an integral part of our society. They do vital and important work, and we want to help them do this safely. The purpose of this questionnaire is to help the UK better understand potential threats and vulnerabilities that the NPO sector may face. 

The Financial Action Task Force (FATF) is an inter-governmental body that leads global action to tackle money laundering, terrorist and proliferation financing. It sets international standards that aim to prevent these illegal activities and the harm that they cause to society. The FATF Recommendations set out a framework of measures which countries should implement; Recommendation 8 relates to NPOs. 

The FATF definition of a NPO refers to a legal person or arrangement or organisation that primarily engages in raising or disbursing funds for purposes such as charitable, religious, cultural, educational, social or fraternal purposes, or for the carrying out of other types of “good works”.

The Charity Commission for England and Wales (CCEW) is currently undertaking a review of the UK's NPO Sector, in accordance with the FATF's Recommendation 8, to help us assess its vulnerability to terrorist financing (TF). The UK's NPO sector, often referred to as the voluntary sector or civil society, is large and diverse and encompasses a broad range of entities, far wider than just the charity sector. 

To assist this review, the CCEW is seeking information from the sector, to help us identify and understand potential vulnerabilities, trends and threats in respect of the risk of TF abuse. This review will help the CCEW, with partners from across Government, to identify the types of NPOs that may be at greater risk of TF abuse and allow us to apply mitigating measures accordingly, to further protect and support the sector. 

 

The questionnaire will take approximately 10 minutes to complete. There are no mandatory questions. 

 

Please note, all responses provided within this consultation are voluntary and anonymous. The CCEW requests that you avoid providing any information that could be used to identify somebody within your responses. 

 

In the event that information provided could constitute personal data, we will only retain this personal data for as long as is needed for the purposes of the review or if the law requires us to. We will not share or publish personal information that may be provided in the responses, including IP or email addresses, or any information that could be used to identify you or your NPO.
