Introduction
This Market Sounding Questionnaire is issued by the New Hospital Programme (NHP) through which we are seeking to understand the existing profile of the Facades market including capacity, capability and appetite for manufacture, supply and delivery in healthcare. This market sounding exercise is not a shortlisting exercise. It is designed to raise industry awareness of the programme and our current thinking and approach around opportunities for Facades.

Proposition Statement 
The NHP anticipates it will procure in the region of 1.2M m2 of façades (185,000 Façade Panels ~1.2M m2 façade) which will need to accommodate variable planning and internal layouts. At £2,000+ per m2, this represents over 10% of the NHP capital budget as announced in Parliament. 

A 10% saving through industrialisation would be worth up to £240M.

A palette of options could be developed to de-risk planning and improve patient experience. It is anticipated that the technical solution will be a form of curtain walling that has been optimised for efficient and high-quality production and installation but this is yet to be defined. The system will be required to provide the fire, acoustic, thermal, and waterproofing performance of the building, whilst maintaining the required levels of light transmission and solar gain. It will allow for a range of finishes and design modifications, which will cater for planning constraints, user preference, and performance variations between sites and building elevations.

The Market Sounding Questionnaire does not form part of any regulated procurement process. Any comments, indications of interest, participation or non-participation by a supplier prior to the commencement of any formal procurement process will not influence the selection and/or award decision forming part of any future procurement process, nor will it be taken as a supplier’s committed position in relation to any of the subject areas explored in the market sounding exercise.

The NHP will take appropriate steps to ensure that this market sounding exercise does not have the effect of distorting competition and does not result in a violation of the principles of non-discrimination and transparency. The NHP will ensure that it does not provide any potential supplier with information that may give one potential supplier an advantage over another. Any commercially sensitive information shared will be treated as confidential.

All responses will be carefully considered by the NHP when evolving the approach to delivery and any subsequent strategy across all disciplines of the programme but will not bind NHP to any approach. The NHP reserves the right to revise any content provided as deemed suitable at any time.
The information in this Market Sounding Briefing remains the property of NHP and may be used only for the purpose of responding to the Market Sounding Questionnaire. All responses received also remain the property of the NHP.
The NHP will not process information received for any other purpose unless required to do so by law. All information provided will be held securely and with technical and organisational measures in place designed to protect the information from unauthorised access, amendment, deletion, or modification.
