Introduction

We are developing an analytical hierarchy process (AHP) model to evaluate the shortlisted delivery models. The AHP model will be based on the Strategic and Operational Evaluation criteria in the table below. The purpose of this is to give an objective measure of your organisational priorities to help drive informed decisions on the delivery model choice.

According to Project Routemap, published by the Infrastructure & Projects Authority, the delivery model is the form of structural and commercial arrangements to be deployed to meet the sponsor's requirements. The selected model should be the best option from those available, considering the capabilities and constraints of the program. 

Identifying and selecting an optimal delivery model is a significant step in preparing a programme for successful delivery. When done effectively, a programme can mobilise with ease and contracting authorities can seek greater value for money through optimised packaging strategies and procurement and contract strategies.

Questionnaire instructions
In this questionnaire, we will request that you undertake a pairwise comparison of each Strategic and Operational Evaluation Criteria. The pairwise comparison method measures the relative importance of criteria A to criteria B and is determined based on the preference index shown below.

In each question you will be required to decide the importance of one criterion over the other. To do this, you will need to select one button in each row, underneath your preferred score. In the example seen below, the delivery model guaranteeing ongoing service quality, innovation & continuous improvement (Service Delivery) and securing the availability of necessary capabilities and skillsets (People and Assets) are equally important.  



However, in the next example, it is determined that there is a strong preference towards the delivery model guaranteeing ongoing service quality, innovation & continuous improvement (Service Delivery) over securing the availability of necessary capabilities and skillsets (People and Assets).



The questionnaire contains 37 questions and will take approximately 20 minutes to complete.
