Purpose and Overview
The Canal & River Trust has asked a Commission to review its boat licensing framework. It is anticipated that the Commission will make recommendations to the Trust’s Board of Trustees in September 2025.
As part of the process, the Commission wants to hear the views of boaters and other stakeholders with a view on boat licensing.
The Commission is inviting individuals and organisations to complete this survey covering both the issues that they are experiencing and any changes people would like to see to the Trust’s approach to boat licensing.
Respondents will be invited to identify up to five individual issues with the framework (one issue per page). Respondents are encouraged to consider each issue individually and to keep responses as concise as possible.
The survey asks about respondents' relationship with the Trust and its waterways. There is an option not to answer these questions, but responses to these questions will help the Commission understand the views of different stakeholder groups.
There is an option to provide contact details at the end of the survey for the Commission to follow up with respondents should it wish to carry out further engagement as it develops its recommendations.

Survey details
The survey is being carried out by Canal & River Trust and Campbell Tickell on behalf of the Commission.
It will run from Monday, 3rd March, until 9am on Tuesday, 22nd April.
The survey comprises the following sections:

2. Licence holders (optional)
3. The future of boat licensing
4. Measuring success
5. EDI monitoring
6. Next steps
Depending on how many issues you would like to identify, this survey will take between 20 and 40 minutes to complete.
